अपने मासिक विधिक सेवा आउटरीच एवं निगरानी अभियान के अंतर्गत, मुख्य न्यायिक मजिस्ट्रेट एवं सचिव, जिला विधिक सेवा प्राधिकरण (डीएलएसए), पंचकूला, सुश्री अपर्णा भारद्वाज ने सरकारी अस्पताल सेक्टर-6, पंचकूला स्थित नशामुक्ति एवं पुनर्वास केंद्र का निरीक्षण किया।
इस दौरान, सुश्री भारद्वाज ने नशामुक्ति एवं मानसिक उपचार प्राप्त कर रहे कैदियों को प्रदान की जा रही सुविधाओं और स्थितियों की बारीकी से जाँच की। निरीक्षण के दौरान एक चिंताजनक बात यह रही कि परिसर के गलियारे में खुला पड़ा चिकित्सा अपशिष्ट बिखरा पड़ा था। इससे न केवल रोगियों, बल्कि केंद्र में तैनात कर्मचारियों और आगंतुकों के स्वास्थ्य को भी गंभीर खतरा है। इसे देखते हुए, संबंधित उच्च अधिकारियों को एक आधिकारिक पत्र भेजा गया है, जिसमें उनसे केंद्र की सुरक्षा और स्वच्छता सुनिश्चित करने के लिए तत्काल सुधारात्मक कार्रवाई करने का आग्रह किया गया है।
सुश्री भारद्वाज ने नशामुक्ति रोगियों और मनोरोग रोगियों, दोनों के साथ संवादात्मक सत्र आयोजित किए। उन्होंने उन्हें उनके कानूनी अधिकारों के प्रति जागरूक किया और नालसा (नशीली दवाओं के दुरुपयोग के पीड़ितों के लिए कानूनी सेवाएँ और नशीली दवाओं के खतरे का उन्मूलन) योजना, 2015 के बारे में विस्तार से जानकारी दी, जिसका उद्देश्य मादक द्रव्यों के सेवन के पीड़ितों को निःशुल्क कानूनी सहायता, पुनर्वास सहायता और जागरूकता प्रदान करना है। उन्होंने रोगियों को पुनर्वास प्रक्रिया में सक्रिय रूप से भाग लेने के लिए प्रोत्साहित किया और आवश्यकतानुसार कानूनी सहायता का आश्वासन दिया।
निरीक्षण के दौरान उपस्थित डॉ. मनोज ने सुश्री भारद्वाज को केंद्र में आमतौर पर इलाज किए जाने वाले व्यसनों, जिनमें शराब, ओपिओइड और कैनाबिनोइड शामिल हैं, के बारे में जानकारी दी। डॉक्टर ने केंद्र में किए जाने वाले विभिन्न परामर्श और चिकित्सा हस्तक्षेपों पर भी चर्चा की।
सुश्री भारद्वाज ने निर्धारित दिशानिर्देशों के अनुपालन का आकलन करने के लिए रोगी प्रवेश रिकॉर्ड, दवा वितरण लॉग और परामर्श रजिस्टर सहित आधिकारिक रजिस्टरों का भी निरीक्षण किया। उन्होंने उचित दस्तावेज़ीकरण, रोगी गोपनीयता और रिकॉर्ड के समय पर अद्यतनीकरण की आवश्यकता पर बल दिया।
सुश्री भारद्वाज ने बताया कि यह निरीक्षण हरियाणा राज्य विधिक सेवा प्राधिकरण (एचएएलएसए) की कार्य योजना 2025 के तहत एक व्यापक मिशन का हिस्सा है, जिसके तहत डीएलएसए नियमित रूप से हिरासत और चिकित्सा संस्थानों का निरीक्षण करता है ताकि नशीली दवाओं की लत से पीड़ित लोगों सहित कमजोर आबादी के लिए अधिकार-आधारित उपचार और पुनर्वास सुनिश्चित किया जा सके।
सुश्री भारद्वाज ने बताया कि डीएलएसए पंचकूला सभी व्यक्तियों के लिए मानवीय, स्वच्छ और कानूनी रूप से अनुपालन पुनर्वास सुनिश्चित करने की अपनी प्रतिबद्धता दोहराता है और मादक द्रव्यों के सेवन की बढ़ती चिंता को दूर करने के लिए सरकारी एजेंसियों और नागरिक समाज संगठनों से समन्वय में काम करने का आह्वान किया।
DLSA Panchkula Conducts Inspection at De-Addiction and Rehabilitation Centre, Government Hospital sec-6, Panchkula.
As part of its monthly legal services outreach and monitoring drive, Ms. Aparna Bhardwaj, Chief Judicial Magistrate and Secretary, District Legal Services Authority (DLSA), Panchkula, conducted an inspection of the De-Addiction and Rehabilitation Centre, at Government hospital sec-6, Panchkula.
During the visit, Ms. Bhardwaj closely examined the conditions and facilities being provided to the inmates undergoing de-addiction and psychiatric treatment. A concerning observation during the inspection was the presence of uncovered medical waste strewn in the corridor of the premises. This poses a significant health hazard not only to the patients but also to the staff deputed at the centre and the visitors. In light of this, an official communication has been addressed to the higher authorities concerned, urging them to take immediate corrective action to ensure the safety and hygiene of the facility.
Ms. Bhardwaj held interactive sessions with both the de-addiction patients and psychiatric inmates. She sensitized them about their legal rights and informed them in detail about the NALSA (Legal Services to the Victims of Drug Abuse and Eradication of Drug Menace) Scheme, 2015, which aims at providing free legal aid, rehabilitation support, and awareness to victims of substance abuse. She encouraged the patients to participate in their rehabilitation process proactively and assured them of legal support wherever required.
Dr. Manoj, who was present during the inspection, briefed Ms. Bhardwaj about the nature of addictions commonly treated at the centre, which included alcohol, opioids, and cannabinoids. The doctor also discussed the various counseling and medical interventions undertaken at the facility.
Ms. Bhardwaj also inspected official registers, including patient admission records, medicine distribution logs, and counseling registers, to assess compliance with prescribed guidelines. She emphasized the need for proper documentation, patient privacy, and timely updates of records.
Ms. Bhardwaj stated that this inspection is part of a broader mission under the Action Plan 2025 of Haryana State Legal Services Authority (HALSA), under which DLSA regularly inspects custodial and medical institutions to ensure rights-based treatment and rehabilitation for vulnerable populations, including those suffering from drug dependency.
Ms. Bhardwaj stated that DLSA Panchkula reiterated its commitment to ensure humane, hygienic, and legally compliant rehabilitation for all individuals and called upon government agencies and civil society organizations to work in coordination to address the growing concern of substance abuse.
