सुश्री अपर्णा भारद्वाज, मुख्य न्यायिक मजिस्ट्रेट-सह-सचिव, जिला विधिक सेवा प्राधिकरण (डीएलएसए), पंचकूला ने सूचित किया है कि राष्ट्रीय लोक अदालत 12 जुलाई 2025 (शनिवार) को जिला न्यायालय परिसर, सेक्टर-1, पंचकूला और उप-मंडल न्यायालय, कालका में आयोजित की जाएगी।
सुश्री अपर्णा भारद्वाज, मुख्य न्यायिक मजिस्ट्रेट-सह-सचिव, डीएलएसए, पंचकूला ने बताया कि श्री वेद प्रकाश सिरोही, जिला एवं सत्र न्यायाधीश, पंचकूला के अनुमोदन से कुल 9 पीठों का गठन किया गया है। जिला न्यायालय पंचकूला और जिला विधिक सेवा प्राधिकरण कार्यालय भवन में कानूनी सहायता हेल्प डेस्क स्थापित किए गए हैं। हेल्प डेस्क का उद्देश्य आगंतुकों में राष्ट्रीय लोक अदालत, इसके लाभों और इस व्यवस्था के माध्यम से विवादों के समाधान की प्रक्रिया के बारे में जागरूकता पैदा करना है।
लोक अदालत के सुचारू संचालन और जनता का मार्गदर्शन करने के लिए, जिला न्यायालय परिसर, पंचकूला और लघु सचिवालय (डीसी कार्यालय भवन) में स्थापित हेल्प डेस्क पर पैरा लीगल वालंटियर्स (पीएलवी) तैनात रहेंगे। ये पीएलवी वादियों और आगंतुकों को राष्ट्रीय लोक अदालत के बारे में जानकारी प्रदान करके और निपटान के लिए योग्य मामलों की पहचान करने में सहायता करेंगे।

लोक अदालत से पहले, पीएलवी और पैनल अधिवक्ताओं ने कानूनी साक्षरता शिविरों और कानूनी सहायता क्लीनिकों के माध्यम से जागरूकता गतिविधियाँ आयोजित कीं। इन कार्यक्रमों के दौरान, उन्होंने जनता को लोक अदालत प्रणाली के लाभों, इसके त्वरित और निःशुल्क न्याय प्रदान करने के तरीके और समझौते या आपसी सहमति से निपटाए जा सकने वाले मामलों की श्रेणियों के बारे में शिक्षित किया।

जन-जन तक पहुँच और जागरूकता बढ़ाने के लिए, पंचकूला के प्रमुख सार्वजनिक स्थानों पर स्थापित एलईडी स्क्रीन के माध्यम से राष्ट्रीय लोक अदालत का प्रचार-प्रसार भी किया जाएगा। इन स्क्रीनों पर लोक अदालत की तिथि, स्थान और विभिन्न प्रकार के मामलों की जानकारी लगातार प्रदर्शित की जा रही है, जिससे जनभागीदारी और विवादों के शीघ्र समाधान को बढ़ावा मिल रहा है।

सुश्री भारद्वाज ने बताया कि लोक अदालत के दौरान सभी प्रकार के मामलों पर विचार किया जाएगा, जिनमें मुकदमे से पहले के और लंबित मामले भी शामिल हैं। इनमें दीवानी विवाद, आपराधिक समझौता योग्य मामले, राष्ट्रीय विधिक सेवा अधिनियम की धारा 138 के तहत चेक बाउंस के मामले, वैवाहिक विवाद, एमएसीटी मामले, बैंक वसूली मामले, बिजली और पानी के बिल संबंधी विवाद और इसी तरह के अन्य समझौता योग्य मामले शामिल हो सकते हैं। इसका उद्देश्य लंबित मामलों को कम करना और समयबद्ध तथा वादी-अनुकूल तरीके से सौहार्दपूर्ण समाधान को बढ़ावा देना है।

कुशल प्रबंधन के लिए, माननीय जिला एवं सत्र न्यायाधीश-सह-अध्यक्ष, जिला विधिक सेवा प्राधिकरण, पंचकूला के अनुमोदन से नौ (09) पीठों का गठन किया गया है। ये पीठ विभिन्न श्रेणियों के मामलों को संभालेंगी और यह सुनिश्चित करेंगी कि प्रत्येक मामले का समाधान आपसी समझ और सुलह से हो।

National Lok Adalat Scheduled on 12th July 2025 at Panchkula and Kalka

Ms. Aparna Bhardwaj, Chief Judicial Magistrate-cum-Secretary, District Legal Services Authority (DLSA), Panchkula, has informed that the National Lok Adalat, will be held on 12th July 2025 (Saturday) at the District Courts Complex, Sector-1, Panchkula, and the Sub-Divisional Court, Kalka.
Ms. Aparna Bhardwaj, CJM-cum-Secretary, DLSA Panchkula, informed that total 9 benches has been constituted with the approval of sh. Ved parkash sirohi , Distt . & sessions judge , Panchkula. Legal Aid Help Desk are set up at distt. Courts panchkula & DC office building . The objective of the help desk is to create awareness among visitors about the National Lok Adalat, its benefits, and the process of resolving disputes through this mechanism.
To facilitate the smooth conduct of the Lok Adalat and to guide the public, Para Legal Volunteers (PLVs) will be stationed at Help Desks established at the District Courts Complex, Panchkula, as well as at the Mini Secretariat (DC Office Building). These PLVs will assist litigants and visitors by providing information about the National Lok Adalat and help in identifying eligible cases for settlement.

In the run-up to the Lok Adalat, PLVs and panel advocates carried out awareness activities through Legal Literacy Camps and Legal Aid Clinics. During these events, they educated the public on the benefits of the Lok Adalat system, how it provides quick and cost-free justice, and the categories of cases that can be settled through compromise or mutual consent.

To maximise outreach and awareness, publicity for the National Lok Adalat will also be conducted through LED screens installed at prominent public locations in Panchkula. These screens are continuously displaying information about the Lok Adalat date, venue, and case types being taken up, encouraging public participation and early dispute resolution.

Ms. Bhardwaj informed that all types of cases will be considered during the Lok Adalat, including pre-litigation and pending matters. These may include civil disputes, criminal compoundable cases, cheque bounce matters under Section 138 of the NI Act, matrimonial disputes, MACT cases, bank recovery matters, electricity and water bill disputes, and other similar compoundable cases. The aim is to reduce the pendency of cases and promote amicable settlements in a time-bound and litigant-friendly manner.

For efficient management, nine (09) benches are constituted with the approval of the Hon’ble District & Sessions Judge -cum Chairman, District Legal Services Authority, Panchkula. These benches will handle different categories of cases and ensure that each matter is resolved through mutual understanding and reconciliation.
